3rd German Wind Energy Association Small Wind Turbine Symposium

From niche to market – small wind turbines on the point of breakthrough!

The demand for small wind turbines is enormous, and there is a steady increase in interest about using energy from small wind turbines.
Is the industry ready to cope with the growing challenges this poses?
What is the current approval situation for operating a turbine?
What quality criteria do existing turbines meet?
Modern turbine design opens up new possibilities for the construction and operation of the facilities, but what must be considered when deciding between the various models?
These and other questions will be discussed at the 3rd BWE Small Wind Turbine Symposium. Manufacturers, operators, financers and industry dependents will be giving an overview of the variety of products, technology and fields of application, discussing the market situations, and presenting practical examples of individual usage forms.

The agenda also includes the latest scientific knowledge, studies on the acceptance of small wind turbines, financing models for small wind turbines that include subsidised loans from the Kreditanstalt für Wiederaufbau and the Landwirtschaftlichen Rentenbank.
This symposium also gives an insight into the current approval practice in the different German federal states, and will discuss the country’s first state ministerial order of February 2010 (Planning permission for small wind turbines in zoned areas and areas for which no legally binding land-use plans exist, and wind turbines as secondary facilities for privileged businesses in areas for which no legally binding land-use plans exist) issued by the Schleswig-Holstein Interior Ministry.

Small wind turbines: A contribution to climate protection

Speaker:
Hermann Albers, BWE e.V.

11:00
Small wind turbines – Operational experience and yield estimates

Comparison of large and small wind turbines:
Turbine reliability, yield and profitability of different size classes. This talk will draw on many years of operational experience from the scientific measurement and evaluation programme (1990 to 2006) of the wide-scale test “250 Wind” and will illustrate the challenges facing the use of wind energy with small turbines. One challenge is estimating the yield: how much electricity can a small wind turbine generate?     An instrument will be presented with which it is possible to estimate the electrical energy in a straightforward manner, and at the same time exemplifies the impact of yield influencing factors like available wind, harshness, turbine size and mast height.

Speaker: Paul Kühn, IWES

11:30
Small wind turbine technology

A short introduction to the physical principles of wind energy use. Introduction of the individual system components and comparison of the variants: rotor, generator, control and safety systems. Systems for battery charging, grid feed-in, pumps and heating, safety requirements and product identification.

Speaker: Holger Peters, INENSUS GmbH

12:00
Small wind turbine technology – certification and what you should know!

Independent certification of small wind turbines provide manufacturers with competitive advantages regarding technical integrity, functionality, structural reliability and system safety. The advantage is perpetuated through increased trust on the side of the consumer, the facilitation of planning approval  and investments.

Speaker: Fabio Pollicino, Germanischer Lloyd Industrial Services GmbH

12.30 – 13:30 break

13:30
Financing small wind turbines

For investors we develop financing plans for small wind turbines and include the  subsidised loans from the Kreditanstalt für Wiederaufbau and the Landwirtschaftlichen Rentenbank. More information about financing and the basic  conditions is available at the Volksbanken and Raiffeisenbanken presentation at the  BWE Small Wind Turbine Symposium.

Speaker:
Oke-Hans Carstensen, Volksbank-Raiffeisenbank eG

14:00
Practical experiences: What makes sense, and what should be considered?

There are many questions to be answered before you can get your own small wind  turbine. We will address some of them: Advertisements offer virtually everything and  promise a great deal too, but where does the use of small wind turbines make sense?  Can I really generate enough electricity for my whole house with a small wind turbine?  How do I find the right place to install one? Which criteria help in the choice of small  wind turbine?

Speaker:
Uwe Hallenga, www.kleinwindanlagen.de

14:30 Corporate presentations

15:30 END

Sunday, 21 March 2010

10:30
Verification and optimisation of small wind turbines using wind tunnel investigations
This talk will deal with the special problems involved in the verification of small wind  turbines based on existing rules for the verification of wind turbines. The presentation  will illustrate a procedure that makes it possible to determine the aerodynamic, electrical, and acoustic behaviour within a short space of time, and to optimise them  where necessary. These measurements are made in a wind tunnel specially designed  for this purpose by Deutschen WindGuard.

Speaker: Dipl. Phys. Dieter Westermann, Deutsche WindGuard GmbH

11:00
InsideOut – The application of external rotor generators for use in small wind  turbines

External rotor generators open up new possibilities for the construction, integration  and design of a small wind turbine, yet require attention regarding e.g. cooling and  mounting. The lecture will show the differences and special features, and illustrated  with an own design.

Speaker: Martin Eckart, Hochschule für Technik und Wirtschaft Dresden

11:30
Stand-alone systems with wind & solar energy – electricity everywhere for everyone!

Wind and sun – the perfect enhancement (?) Secure an enduring electricity supply – How much battery and generator is necessary? A small power plant – what must my stand-alone network be able to provide? Proven technology – Examples of realised systems

Speaker: Jan Rössler, SMA Solar Technology AG

12.00 – 13:00 Break

13:00
Pilot study on the acceptance of vertical axis wind turbines

Speaker: Dr. Gundula Hübner, Martin Luther University Halle –  Wittenberg Institute for Psychology

13:30
Approval procedures for small wind turbines

Can a lack of practical experience on the side of official authorities and uncertainty on  the side of developers in dealing with the legal requirements regarding turbine erection  be remedied by the application of ministerial orders? The first small wind turbine order  in Schleswig-Holstein once again raises manifold questions about the an approval  procedure for small wind turbines. Where are which turbines permitted?

Speaker: Dr. Phillip Fest, lawyer and author

14:00
Political discussion with the energy spokespersons of the parties:
"How can small wind turbines be promoted instead of hindered."
